Certification Program

It is critical that county treasurers maintain financial government operations that reflect sound public policies, follow general state and national standards in treasury management, and provide needed public services for their citizens. The Certification Program provides County Collectors, Treasurers and Finance Officers the opportunity to:

As a county government elected or appointed official, completion of the Professional Certification Program demonstrates commitment to your county and community by strengthening your professionalism and competency as a leader.

About the Program

Treasurer is defined as County Collector of Revenue, Treasurer, Tax Collector, Trustee, or Finance Officer. Officials who are charged with the duties of collecting revenue, investing funds and/or managing the financial affairs of their respective county qualify for this program.

Eligibility Requirement

The required eligibility for certification is as follows:

  • Each entrant must be an elected or appointed official serving in a capacity of Treasurer, Tax Collector, Trustee, or Finance Official.
  • Each entrant must be a member of the National Association of County Collectors, Treasurers and Finance Officers.
  • Each entrant must complete as approved National Association of County Collectors, Treasurers and Finance Officers application form together with any required fees (Membership Dues presently cover all costs).

Administration of the Program

Wayne State University logoNACCTFO has long partnered with universities to provide high quality certification programs at its meetings. As of January 1, 2019, NACCTFO has partnered with Wayne State University, a premier urban research university in Detroit, Michigan. Wayne State is pleased to work with NACCTFO, providing continuing education (CEU) certification through its Graduate Program in Public Administration and its Office of Executive and Professional Development. The certification program will continue as before, with participants able to earn levels of certification based on the number of courses attended.

Certification of Purpose

The broad purpose of the certification program is to maintain an educational format for county treasurers and finance officers. Qualifying programs to provide education credits are the basis for achievement of national recognition. The curriculum constitutes the foundation of the program. Treasurers are inspired by the class instructors to:

  • Refine fundamental skills
  • Explore comprehensive horizons
  • Acquire conceptual proficiency

The agenda contributes to the advancement of your professional capacity. The curriculum encompasses management, public relations, personnel management, fiscal management, budgeting management information systems, economics, and federal legislative process.

Certification Standards

There are four levels:

  1. Government Finance Officer (21 CEUs),
  2. Finance Executive (60 CEUs),
  3. Finance Professional (84 CEUs), and
  4. Finance Master (100 CEUs).

Those who earn the top level are eligible to be recertified at 50-credit intervals. For those who have attended conferences prior to 2019, credits earned at the University of Missouri – St. Louis (UMSL) will still be valid. Those eligible for UMSL certificates earned in 2018 will receive them at the NACCTFO Annual Meeting in July 2019. Wayne State will accept UMSL CEUs for transfer, provided that a minimum number are earned at Wayne State: 12 for the Government Finance Officer, 33 for the Finance Executive, 45 for the Finance Professional, and 84 for the Finance Master.
